Indonesia stands at a critical juncture in its energy journey, committed to ambitious climate targets and a fundamental shift away from fossil fuels. This transition, however, is not automatic. It requires a sophisticated, fair, and stable regulatory environment. For the burgeoning biomass industry, navigating this landscape—and helping to shape it—is the single most important factor for long-term success.

This is the core mission of APREBI (Indonesian Biomass Energy Producers Association). We are not just participants in the market; we are active partners with government, serving as the collective, expert voice for the entire sustainable biomass sector. We actively collaborate with national and regional governments to develop a fair, transparent, and sustainable biomass policy that allows our industry to thrive while meeting national strategic goals.

1. A Seat at the Table: Partnership with Key Ministries

A single company’s voice can be lost. A collective voice, backed by data and a commitment to national goals, becomes a partner. APREBI serves as this vital bridge, engaging directly with the key government bodies that define our industry:

  • Ministry of Energy and Mineral Resources (MEMR): We work closely with MEMR to align our industry’s growth with the national co-firing mandate and renewable energy targets. Our goal is to ensure biomass policy is practical, investable, and effective.
  • Ministry of Environment and Forestry (MoEF): Our industry’s license to operate is built on sustainability. We partner with MoEF to strengthen and champion mandatory standards like SVLK, ensuring our biomass policy framework protects Indonesia’s forests and separates legitimate producers from illegal operators.
  • PLN (State Electricity Company): As the primary domestic off-taker for the co-firing program, PLN is our most critical national partner. APREBI advocates for a biomass policy that ensures a stable, reliable, and economically viable supply chain for PLN, helping to solve the domestic supply imbalance.

2. Our Proactive Platform: Advocating for a Smart Biomass Policy

APREBI membership means your challenges are translated into actionable policy recommendations. We don’t just react; we advocate. Our platform, based on the on-the-ground reality of our members, is clear:

  • Balancing Domestic & Export Needs: We are a key voice in addressing the domestic biomass shortfall. We advocate for a “Powering Indonesia First” biomass policy that balances domestic allocations for PLN’s co-firing program with the export opportunities that drive investment and growth.
  • Strengthening Standards (SVLK & ISPO): A credible biomass policy is built on trust. We are the industry’s biggest champion for 100% SVLK compliance and the acceleration of ISPO certification. This protects our members’ reputations and provides verifiable proof of legality and sustainability to international markets.
  • Unlocking Agricultural Residues: The true potential of Indonesian biomass—over 146 million tons—lies in agricultural residues. A core part of our biomass policy advocacy is to create incentives that prioritize the collection and use of PKS, rice husks, and EFB, turning a waste problem into a circular economy solution.
  • Driving Innovation: We advocate for government support for R&D into advanced technologies like torrefaction and gasification, moving Indonesia up the value chain from a raw material supplier to a bio-energy technology hub.
